value of provisional certificate related to r.t.i. matters

Respected sir,
Principal govt. Medical college Patiala [ Punjab ] issued a PROVISIONAL certificate to successful candidates of diploma pharmacy in session 1988-90.[ Examination of this class conducted by Punjabi University Patiala [Punjab ] One of the lines mentioned on this provisional certificate is as '' He is bonded to serve Punjab govrnment for a period of three years'' but this above said line is not mentioned on the certificate issued by Punjabi University Patiala. On the basis of this line mentoned on the provisional certificate can I ask information [under right to information act 2005 ] such as, whether such above said bonded candidates are preferred in Punjab govt. jobs, or were they preffered earlier ? Is this provisional is valid under r.t.i. rule 2005 and if valid then under what rule ? Briefly speaking can i ask any information related to r.t.i. act 2005 on the basis of such above said Provisional certificate. Please guide properly. Thanks.
