Lokpal Bill Could be Passed in Stages
Lokpal bill is a very complicated legislation. No wonder the parlimentarians are are struggling with very divergent views and no agreement even on basic issues. There is undeniable need more dialogue among all concerned to arrive at generally agreed provisions to fight corruption. All that is not possible before end of current session of Loksabha on 29th December. There is one way out. The Govt should declare the present bill as Part -I of the Lokpal bill. It should bring a resolution to reconfirm its committment to setting up STRONG & EFFECTIVE LOKPAL to investigate every reported case of corruption and to prosecute the guilty and to bring in a Part -II Lokpal Bill within six months after further discussions. The present bill should be improved as far as presently possible by 28 th December passed on the 29th. The setting up of Lokpal's institution should be started forthwith. It will take at least six months to get the setup going. In the meantime the the Part II bill will be passed and can be implemented there after. |

But then why did the Congress commit that it will get an effective Lokpal during this session.
During Hissar campaign they openly said Arvind Kejriwal should wait for the winter session to get over. Now where is their commitment? You have some points for Lokpal, say it, justify it, argue it, conclude it. A 6 month delay, will only mean nothing happens for 5 months and then again the same argument - do not do things in haste - let the parliament function at its own speed, etc. etc. Worse case senario will be to wait for 6 months and then have an ineffective Lokpal. |
