What is real govt. intention to hang Afsal?

With sudden decision of Afsal and Kasab execution... And that too out of queue! which was the key argument for not hanging earlier... what is the govt. real intention?
The real intention is to take out focus of people of India from corruption and indecisiveness in economic front... And also their impression of soft on terrorism will rise due to Narendra Modi popularity... But one thing they forgot that people of India is now became smart and will not forget anything and congress must ready to face the consequences in the 2014 election...
