If you look at back at NDA, they who start infrastructural development in big way which was grossly ignored by congress since independence... also to solve water problem it was NDA who proposed the rive link project across the country... but then NDA losses the election and good initiative of NDA like all way infrastructure stopped by UPA and started spending money in lollipop scheme like MNREGA and others...
Even all the BJP ruled state, if you see had better track record of infra development... After getting Narmada dam approval, Gujarat has carried out in big way to built canals and pipelines so water can reach even at the most remore places and still this work is going on... Today water reaches to even Kutch border by huge pipeline... This is the reason Gujarat once water scarcity state with water distribution management and power infrastructure achieved uniform 7/8% growth in agriculture since last 7/8 years... This is record achievement of uniform progress by any state or center...
Please refer my most of the post, you will find priority to infrastructure then all other subsidies... If you achieve proper infrastructure... no subsid probably required...
