If you are talking about developed country... they have developed their highest level of infrastructure and then they offer some freebies... primary education in most of the state are almost free in Govt schools... no one give power free in any country... first develop water distribution system properly or water related infra and then talk about free water... priority should be basic infrastructural development...

gentle men ! "What a sudden surprise ! Now people are asking to develop water distribution system properly or water related infra. Where were they at the time when Congress or Bjp ruling over Delhi. Developing infra structure that can fulfill basic needs of common citizen was not in agenda of BJP/Congress since last 65 years. I am totally surprised when herd that 1/4 of Delhi the capital city of In India has no infra structure for water distribution. Unfortunately we have given 65 years to such people who have proved themselves worthless............................"
