The tree of Corruption starts from the roots ie from the basic rules and regulations in each goverment office. the black money gets collected here and is passed upward.
to strike at the roots The lok pal bill should have special task force of competent people to study and optimize the existinng system -- by which the rules / regulations of every goverment office can be simplified. Each goverment office should have a clearly defined documentation for every specific work with samples. the common man can simple follow the example and get his work done within specific time.
every goverment office should employ a few people specifically for guiding the common man and not just one enquiry counter. Each goverment official should be given a time bound schedule within which he has to act or he gets suspended and if found unfit for the job he will be sacked. Latest and best technology should be used for automation, identification and verification of facts.

Double salaries of policemen, provide them life insurance of atleast 1 crore each, provide them free homes and food-rationing -- make the law maintainer job a honorable one. -- AT THE SAME TIME IF THE POLICEMAN IS FOUND CORRUPT HE SHOULD BE GIVEN LIFE IMPRISONMENT -- automatically corruption will disappear

The amount black money that will be captured by the policemen will be far more than enough to pay for their salaries and home.
