On the outskirts of ahmedabad, somewhere near Narol(i don't know the location), I had lost my way. Near a flyover, traffic policemen stopped me. Kept my driving license and asked for my PUC. I showed it. Unfortunately, it had six months validity and had expired one month ago. He asked me for fine of Rs.800/- showing me a table of fines. I was not convinced but I had no time. I gave them Rs.800/-. They kept Rs.300/-, didn't give me challan and asked me to go. Frustrated and hapless I left the place wondering - 1.how can traffic police stop anybody, any vehicle, any where? 2. Does a new non-polluting vehicle(Swift Dzire, purchased 18 months ago) have to carry the PUC? 3. Why the traffic rules are allowing avenues of corruption? "Everybody" knows that these policemen are harrassing public in the name of traffic rules. Shouldn't the police department find wayouts? The fine should be declared at a maximum of Rs.100/-, which the offending drivers will willingly pay to the policement instead of bribing them. The Rs.100/- fine will also be deterrent for the offending drivers who will prefer following rules rather then being fined. The Rs.100/- fine will also discourage traffic police to harrass people as their wouldn't be much vested interest.
