1>Efforts sholud me made to give party tickets only to educated people
2>There are some students of different IIT or NIT institutes who are not doing any type of jobs and are doing some development works at some villages So those people/students shouldd be found out and party tickets should be definitely given to them.
3>Try to give party tickets to educated youths because they can only reform our country

The highly educated person knows the loop holes of the system and if he is an evil man than he will ruin the whole system . the examples are highly knowledgeable IAS . they know where is flaw in the law and accordingly suggests to his minister what to do so that the work will be under the law and the minister will be in safe grounds....
