NCTC can be welcome but without disturbing the federal structure... In many occasions, center found spying states and so center lost their credibility... particularly in the case of terrorism congress not acting strongly for their minor appeasement policy or vote bank politics...
NCTC is one kind of POTA than why it has been removed earlier...? Just minor vote bank politics?
