Because they draw salary from the tax payer's money, they have to to be open to scrutiny of all sorts.Even the privileges are open to scrutiny.Imagine the MPs asking money to ask questions in the parliament and no severe punishment like 14 yrs RI. This is what leads to corruption and more corruption.
