Vaibhav, you have brought another area of rampant corruption into notice. As most of us already know, such chemist licenses are issued mostly to the highest "bidders", this is no surprise why their "cost" is so steep (almost 15 times upwards!!)
We now come back to the same thing, some person, some office like the Lokpal could address such cases of "known" corruption.
