One issue is actually "obtaining a drug license".
now a days CMO gives a license for drug dealing and charges as a fee is around 10,000 INR
but these licenses are costing around 1,50,000 INR - 2,00,000 INR, because of corruption involved in it.

Every district has its CMO and rates for licenses are based on the city to city and varies from one location to other location.
