Agreed...But there would be no reason why will people will manipulate. One just need to be sure through random checks. Even today, if some one makes false caste certificate and get the job then there is no mechanism to know the malpractices. But people don't do generally because if it get to notice any time in the service period then he had to face criminal charges of forgery and manipulation and laible for punishment.

In this system also, same provision of criminal charges and punishment on manipulation can be made applicable and this will act as deterrent.
