Dear Friend,

You have asked lot of question in one go, let me simplify this by pin-pointing the reasons for failure and remedies. As you have mentioned rightly that people have not been powerful and awaken. The simple reason to my mind that India was a country of monarchism since last two thousand years followed by British suppression. People of India didn't choose democracy but it was imposed by British and our few learned leaders.Police system inherited the trait of suppressing public and treating themselves as masters. Civil servants were no more different, most of those got there who belonged to elite class and having urban life culture. Democracy may be imposed but democratic value among citizenry can't be. As a nation, India is slowly reaching the stage where democratic value has evolved atleast in youger generation. They talk about their rights. They know the powers of police and their own and hence they revolt at times. Corruption will be less, the better democratic values evolve among citizenery.

Now coming specifically on Jan Lokpal. It will reduce corruption if not wipe out completely. Don't go by number of Lokpal members that is not important, the important is will this small number of Jan Lokpal have enough teeth to enforce the law. Law enforcement is the challenge. And to my opinion, if intention are good and will power is strong then number won't matter. After all, one T.N. Sheshan was enough capable to show the nation that fear-free and unbiased polls can be conducted. Corruption mainly happen in 3 categories -
1. Policy matter (Big ticket items like Spectrum, hydrocarbon, mining ie Natural Resource distribution)
2. Service Delivery (Ration card, FIR booking, Electricity connection, Muncipal corporation etc) - These are petty corruption which is faced by a general public in day to day life. Services can be categorized and then time frame can be fixed for delivery. If any officer doesn't deliver service neither mention the reason of doing so explicitly with in time frame then he is liable for punishment.
3. File Movement in government departments and transparency - Framework could be made and easily implemented.

Lokpal can oversight the implementation and enforcement and this will act as deterrent in corruption. Jan Lokpal have enough check and balances to ensure selection of honest and working individuals.

So, we shall not have any negativity at this moment.
