Agreed - but its easy to do the verification for a few hundred people. What will one do when hundreds of thousands of such people have to be selected or verified for eligibility - for all you know it will become like the ration card system, which is also based on certain economic parameters, and which can be easily manipulated.

Before any new system of "affirmative action" is put into place, there have to be safeguards against its misuse - viz., corruption has to be removed from the allocation or eligibility determination process.
