Who is communal actually?

see the how congress carry out propaganda in UP election… they are literally dividing the society with promises of minor (take it as Muslim only) reservation quota against the present constitution provision and that also by law/minor affair minister… this is what they does since independent … why remember this issue during election propaganda (also included this in lokpal provision also just to delay the bill) and never raise earlier this issue in parliament and they will forgot after election…!!!
Congress claim BJP as communal but people can decide who is communal actually…
