Suggestions to fight corruption in Govt offices

Local committes have to be formed and whenever issues are delayed or bribe demand is made several functionaries have to gherao the concerned Govr officials till the work is got done without corruption. Corruption is rampant in all subregistrars office, RTOs and almost all state Govt offices. Even top brasses are corrupt to the core despite central Govt pay and allowances to these bandicoots.
