Inefficient government

All parliamentarians, including PM & President are public servants. They are paid from public's money. Why they are not answerable to public for their non-competency of not achieving or accomplishing the task in time. Why they have taken 64 years to make one bill. Why shouldn't we call them inefficient for their post. In corporate world we have time bound targets, achieve them else you will be terminated from your services, why are they not understanding the sensitivity of time and demand???
