Why just opinions?

Why are we remebered just at the time of elections, and now there is a new lollipop by the center of suggestion to civil society. But y only suggestions, our consent must be taken on the final draft. govt's take as well as civil society's view on the final draft should be discussed and explained to the layman. If approved by majority then only it should be made bill. Just Like the demand of video recording of the meetings demand of public consent should also be made strongly to the govt.
