Delay is HUDA allotment as always

I am not able to understand the the fraud , HUDA used to do by everytime delaying the draw of residental schemes in Rohtak. The current one at Rohtak Sec 5. Where again its delayed and Huda will pay interest of 5.5% on delay but the bank is taking interest of 11% from the candidate.

I think somebody in the forum will be able to understand it , is it some kind of agreement between banks and Huda.
