Gentlemen ! Why the corruption feature came in the nature of human being? We need more and more discussions on the causes of its generation.As soon as we will be aware of its source of generation,we can give a better solution of its eradication.

Only imposing the laws is not a solution to finish this desease.We must understand that why a human being is now converted into human doing.And when human being came into the thought of "Body consciousness" he/she forget what actually he/she was.As being in the thought of "body conscious"everyone put themselves in the race of getting all the materials which they think are necessary to keep themselves happy and comfortable.From here the journey of "Bad Thoughts" starts.

Now you can easily understand that what would happen in the materialistic world?Only the competition.And in the competition one uses all the right or wrong means to be ahead to others.Human mentality totally changed and thought of getting more and more is the result of present situation where we are forced to think how to come over this situation of corruption in every corner of this materialistic world.

Along with the strong bills to restrict corruption,we must have to think and recognise ourselves what we are.The message of what actually we are should go to the human beings.When human will start thinking that he/she is a soul only and come in the situation of "Soul Consciousness" from "Body Counsciousness" he/she can come out from the race of getting more and more and also will have the Sympathy to others.

By heart if someone is pure never can do the corruption or think of any harm to others.

So here alongwith the Strong Laws it is the need of the day to spread the awareness to the masses what actually they are and what is their roll in this stage of world.

SOLAR SCAM

Govt of India has targetted capacity of 20000 MW of grid connected solar power by 2022 under Jawaharlal Nehru National Solar Mission (JNNSM).
1000 MW is to be achieved by 2013. The Ministry of New and Renewable Energy (MNRE) set the rules for the distribution of projects and used reverse bidding to reduce tariff. Buying and selling of the solar power are to be handled by public sector undertaking NTPC under thr Ministry of Power. The first batch of 470 MW of solar thermal and 150 MW of solar photovoltaic (PV) was auctioned in Nov 2010. The second batch was auctioned in Dec 2011. The remaining quota was filled by migrating solar PV and solar thermal projects that existed before the mission.
Like the big telecom players in the 2 G scam, a company called LANCO INFRATECH set up front companies that bid for solar power projects under JNNSM. When the Govt has adopted a policy of one project per proponent under the mission to encourage competition, Lanco managed to get nine(9) that is 235 MW that is almost a quarter of the total of 1000 MW.
What does it mean! Means LANCO has an assured revenue of 13,000 Crores.
LANCO INFRATECH is flagship company of LANCO group founded by Rajagopal Lagadapati, MP from Vijayawada in Andhra Pradesh. LANCO INFRATECH is competing with TATA POWER for the title of largest private power producer in India.
The rates of Photovoltaic Plants has now fallen to less than $ 1 per Watt that is Rs 50,000 per 1000 Watt. However Contractors are quoting Rs 12 Crore per MW.
The MNRE and NTPC could surely have checked this!
Who are the other beneficiaries?

• Note: The Government has decided to act tough with 14 Companies which did not commission their solar project in time. NTPC Vidyut Vyapar Nigam Limited (NVVN) the power trading armpenalised by encashing a part of their bank guarantees. These erring companies are among the 28 that were awarded solar photovoltaic projects under batch one of first phase of Jawahar lal Nehru National Solar Mission (JNNSM). The date of commissioning of these plants was 09 Jan 2012.
• LANCO INFRATECH happens to be the engineering, procurement and construction (EPC) contractor for three of the companies that have been penalized; Viz DDE Renewable Energy, Electromech Maritech and Finehope allied Energy. All these projects are located in Askandra village in Nachna Tehsil of Jaisalmer, Rajasthan.
• But many more have escaped NVVN’s notice. In Askandra village there are 7 (seven) solar photovoltaic projects of 5 MW each and LANCO is the EPC for all of them . NVVN encashed the bank guarantte of 3 (three) because they were commissioned a dat after 09 Jan 2012. The remaining 4 (four) were commissioned between 07 and 09 Jan 2012. All the 7 (seven) solar projects in Askandra have been commissioned to produce 5 (five) MW each totaling 35 watts.
• On ground these 7 projects are located cheek by jowl in an area of 49.5 hectares. There are no sign posts to distinguish from one site to another. Solar panels are installed and connected at 2 (two) sites only. In the remaining 5 (five) sites , they were either being connected to invertors or the invertors were being connected to transformers. Only 10 - 20 % of commissioned 35 MW were being fed. 50 % of the works remain to be done. The meter reading shows these 7 plants have fed only 65,385 kwh power in a month. This is only 1.3 % of the promised output and enough for 210 households only. If the plants were functioning at full capacity they they could service 15,800 households. On the contrary LANCO has taken 4,042 kwh from the grid to power its site at night.
• The processes need more transparency if JNNSM has to be a success or else the SOLAR MISSION will also go in the same direction of Wind Power projects; wind farms wherein many actors from Bollywood andnon serious players had invested just to get advantages of depreciation and tax breaks
• The Govt should create a R &D Solar Hub.
