How? I mean is it not "polity" to do what government does - make laws and/or administrate, and is this process not called "politics"?

Cannot shun politicians
Who will make law and who will administrate/administer? There is no escaping the politicians, nor should that be the aim of any movement. Ours is a democracy and we should ensure we have quality politicians. Not all politicians are despicable. And if we really want to evolve a new system, it has to be done painstakingly and not summarily. We cannot summarily reject a thing or peremptorily accept a thing as substitute. That way a nation will continue to experiment perennially. There is need to improve the system and there is need to improve the quality of politicians/bureaucrats.
These were the very people who worked so effectively during the Emergency that was forced on us by Indira Gandhi. Trains ran in time. Every Babu reached his office in time and did his job. What had changed? Nothing. Only the fear was instilled in the minds of all. Basically, people are timid. And when there are no leaders who could make them fearless, they will succumb to minimum pressure and will start delivering. Equipped with this knowledge, steps can be taken to improve the polity and also politics. Creation of Jan Lokpal on the lines envisaged by the civil society is a step in that direction.
