Change constitution against corruption..

I am very glad to read these messages against corruption.
As per my knowledge, corruption is serious issue not only in India but also in lot of countries.
I would like to suggest that please make provision in constitution of India that...
person who give bribe , let him forgive but take very serious action against who accept bribe. why?
because till today, court punish both parties so nobody open mounth in future. This is the reason why we do not know maximum cases of corruption in Private and Government sectors.
But if you allow one party who give bribe due to some reasons/weakness, let them forgive, if they disclose this mater in future, they can speak true about person/ agency who received bribe from them.
Person who got bribe , he will be always in stress because he can be disclosed at any time by those people who gave him/her bribe.
Thus, Cases of corruptin can be reduced on abundant amount.
I am sure it can work very efficiently and fast.
