Panacea and remedy

Some learned people in this country say that Lokpal is not a panacea to eradicate corruption. I agree but my point is, existence of criminal laws, Police and law courts have never been proved to be a panacea to eradicate crime from our society. Despite of this, we maintain whole criminal justice system. Though its not a panacea, its a remedy that helps people in reduction of their sufferings. We can't say that because something is not a panacea, we should not have it even as a remedy. Existence of fire brigades have never wiped out all chances of fire. But because of this fact, we can't argue that we should not have fire brigades.
Some express fear that if people's demand is accepted in such a way, it will jeopardize parliamentary democracy. This fear is misplaced because such movements do not happen at a drop of a hat. In the sixty four years history of independent India, this seems to be happening only second time, once after emergency and now, that too needed towering moral personalities like J.P and Anna.Such personalities take long time come and evolve.
These guardians of Parliamentary democracy need to introspect why in the first place people have to come out on roads with a demand of an effective institution to fight corruption ? Weren't they duty bound to do it at the earliest in the interest of people whom they represent without expecting demand of it form the people ?
