Flaws of current reservation system are well known. To my view following are the most glaring flaws of it -

1. Reservation benefit to economically stronger section of specified castes.
2. Multiple benefit of reservation in life-time.
3. Generational benefit of reservation to same family.
4. Exclusion of Economically Weaker Section (EWS)
5. Omission of several factors on which upliftment is dependent eg parents education, family economic scenario, place of residence and schooling etc.

Solution

As suggested by Negi ji, i would prefer to bring a new Reservation Policy with following modalities.

1. It is based on Multiple Indices eg Parent education, family monthly income, place of schooling and residence etc. Other indices/factors may be explored and fixed as per outcome of wide public consultation.
2. Once, a family got the reservation benefit, its descendants will not be eligible for availing reservation benefits. This is to provide an opportunity to each backward family to come in mainstream of society, however the descendant of that person who availed reservation benefit will not qualify for availing reservation benefits in future.
3. One person, must be allowed, only once in life time to avail the benefit of reservation. ie. if the person has availed the reservation benefit in getting the admission (say in IIT) then he will not be eligible for taking reservation in employment. (The point may be further refined with public consultation)
4. Reservation quota is to be fixed at 40 % maximum.

Earlier, might be some of above suggestions would have difficult to implement as keeping the track of one's life-cycle is quite difficult. However, with advent of unique ID (Aadhaar) it will become easier to keep track of all relevant facts eg if the particular person has availed the reservation benefit or not..or whether he is eligible or not etc..

So let us gun for new Reservation Policy. As far as abolition is concerned, it is unethical, prejudiced and selfish to voice for complete repeal . Not only it will be unethical on part of society but it would have the potential to suppress lower strata of society in the world of consumerism, capitalism and high inflation. It will give rise to agony among those who are really suppressed and have no instrument by government to move ahead in the ladder.

Reservation should be totally abolished. That also roots corruption in following ways:

1. Bribing Government officials to obtain a caste certificate
2. bribing education officials to obtain higher marks and ranks for the General category to get the college of choice

This system has thrown us 100 years back. Instead of equality its spreading casteism, inequality, etc.

India independende country last 53 years.so systems to change no cast base or religious consider.it is on economic and families criteriya.

why reservation

There is no disputing the argument that creation of an enduring educational infrastructure is easier said than done. But just because it is not easy, we cannot resort to reservation. Reservation has hardly solved any problem. Rather, problems have multiplied with several sections of society demanding and clamouring for more and more reservation. To explain the fall out of the reservation policy, here is a small example. A lad got a job of an engine driver under reservation quota. He hardly knew reading or writing because he had received preferential treatment at school and even without doing well enough was declared to have passed. He was driving an engine towards the loco shed, but was notified to stop because a repair work was going in the signal system. The notice was: Stop, danger ahead. He could not read it properly or even if he read, he could not understand. He continued to drive on and in the process destroyed the life of two or three people. In the inquiry that followed he admitted he could not read the warning properly. The officials wondered how he got the job in the first place. Well, he got in because of the reservation quota. Would it not have been better if he were given proper education instead of reservation? Lal Bahadur Shastri too had to travel a long distance to reach his school. This was because of lack of infrastructure in the field of education, and for no other reason. Today, rural areas are receiving all kinds of modern facilities such as mobile connections, internet facilities, door to door banking banking facilities. If communication infrastructure can be built and provided to the rural people, why not education? If it is not available now, it is because the governments have not made the kind of investments that are required to be made. If the country and its people are to improve, this investment will have to be made. As for the gaps that exist between haves and have-nots, even if you go back to the vedic and pre-historic periods, you will find this gap. And those who say this gap will ever be bridged, they are feeding us on lollipops.

And no officer can take any action against that driver because he has come from quota.
Many people (presumably quotawalas) tend to divert the reservation issue by citing the examples of people living below poverty line. Again and again, we have been asking -
1. why reservation benefits should be given to rich people among ST/ST/OBC.etc?
2. Why reservation should be given to the generations of the same person who has availed reservation benefits and is capable of paying fees etc.and having all the resources?
3. Why reservations should be extended to highly skilled educations and jobs?
4. Why reservation system should be continued after 60 years (3 generations)

Sinha ji you have rightly said that Dharti ke lal (Late Shri Lal Bahadur Shashtri ji,X prime minister of India) never begged (reservation0 for his expenses. Even today, open category candidates believe in hard work, not a shortcut..

I Amit Jaswal do agree that reservation must come to an end now, poverty do not come by looking that what is the caste or religion of the person. rich people belonging to sc/st/obc class are missusing reservation.
I think that all the castes should be equal because reservation helps to increase the disputes among societies its not helping our society anymore.
Reservation should be provided according to economic position of the person not according to his caste or religion.

Please explain open category people how reservation affects them? One more information- The SC/ST association of AIIMS had filed a PIL in apex court against the doctors who opposed the reservation in AIIMS,IIM,IIT etc and struck the work for few days. The judges upheld that strike was illegal and ordered the AIIMS administration to initiate action against them. Now we should stand with the doctors and help in every possible ways.

Shri N C Sinha, I fully agree with you that RESERVATIONS or QUOTAS should be done away with completely. Dr. Ambedkar himself had said that the RESERVATION period(1951-60) should be strictly discontinued even if the concerned people don't benefit from it but the Govt. is continuing it till date giving 10-year extentions every 10 yrs just for Votes & Politics. When equality was the aim behind Reservation then the very term which has been given to them, 'BACKWARD CLASS' is contradictory as it means different from OPEN CLASS, STRANGE. The purpose only doesn't get met.
2) Why should these people be given RESERVATION, don't they have 1 Brain, 2 Eyes, 2 Ears, 1 Mouth, 2 Hands n 2 Legs like OPEN Category people??? Just because they are financially not good? There are umpteen Cases in India where people have faced odds while studying n have made it to top positions despite being from a financially unsound background then why can't these people do that??? They have got used to the easy things which come with Reservations n many don't even value it.
3) MERIT should be the base for everything. Imagine the plight of a School if a Principal is replaced by a Peon... just because of RESERVATION....
4) After the Reforms introduced in 1991, in this Era of GLOBALISATION, Indian atmosphere has become very competitive, everyone has to struggle to keep pace with things, India is doing good but because of this Reservation, its losing also a lot. The saying 'SURVIVAL OF THE FITTEST' has to be changed to 'SURVIVAL OF THE FASTEST'. Its high time that RESERVATION should be abolished. QUALITY & EFFICIENCY have to be developed. The more sooner India abolishes RESERVATIONS, 5 Yrs from then, it will be a SUPER POWER. OF course 2 other factors also should be considered, CORRUPTION & POPULATION. CORRUPTION is now being taken care by LOKPAL BILL, thanks to shri Anna Hazare, for POPULATION, Family Planning Association of India should not take Bribes from Outsiders(who want our Population to grow as we are their Market to sell their Goods) & should work, yes i repeat, should work as they are not working at all.
5) Apart from everything, i would say, they were given 10 Years(1951-60), they got 10-year extentions every 10 years now upto 2020, it is 5 times already n it will be 6 times uptill 2020, what a big JOKE the Govt. is making of OPEN people. How far is this justified?
