How and Where to Report about Corruption and Black Money ???

Hi All !!!

I know a State Govt Employee who has earned more then 1000+ Cr properties in last 7 years.
He is very close to Ruling Party members/ Police Dept and misusing his powers.

Would like to know , how and where i can lodge complaints against him .

what are the ways to expose corrupt judges? especially lower court? if anybody tried successfully, guide me
