1. Form a candidate selection body in each constitution area.
2. Ask the candidates to fill out a questionnaire giving their own ideas and opinions.
3. Put them under Public scrutiny.
4. Do your own background check.
5. Put them in some sort of test to verify their resolve.
6. Interviews.

These might sound like u r recruiting employees for a MNC job, but it is a much proven procedure to find the right candidate.
