Non transfer of khatha by BBMP since 6 years, Non issue of reconveyance deed and PC from BDA since 9

Sir,
This is regarding ARO Malleshwaram transfer of khatha ack no 1487/2005. Property no 4356/8, at 3rd cross Subramanyahagar Rajajinagar II stage Bangalore 560021 old PID no 9-20-8 and new 066-W0040-25 was applied for khatha transfer on 24-11-2005 since my mother in law expired on 04-05-1998 and my wife is the only daughter for her. 6 years later on application under RTI a query was raised to produce a reconveyance deed and a PC from BDA or a receipt for having paid improvement charges at Rs 50 per sq mtr. Since this was the first communication received I offered to pay the improvement charges which was refused. BDA was applied for reconveyance deed and PC on 25-07-2011 followed by an RTI which was irrelevantly replied that BDA registers are blank.An appeal to commissioner BDA dtd 17-11-2011 is yet to be replied despite many emails to commissioner. e mails to CM are promptly forwarded to BDA without any followup action. Meanwhile BDA case worker orally told me on 24-02-2012 that no 4356 is incorrect and it has to be 4354. 4354 already alloted and reconveyed to my neighbour has to be corrected as 4353. But nothing in writing.
Will you kindly take up the matter with the concerned and cause reconveyance deed and PC from BDA and necessary khatha transfer from ARO Malleshwaram BBMP.
