I completely agree.

Surely, there's no intention to make it succeed.

It's a huge source of easy money for the central party, local politicians, and bureaucrats along the way (-keeping them all in good humour will help politically).

Unless the SC takes a far more serious view of what's happening, things will only get worse. Once prima facie case is established (which itself is tough the way the SC interprets things), the onus of proof should be on the suspect. Existing laws are probably enough to interpret cases, provided the SC sees the writing on the wall.

I'm not just referring to the Central Govt; I'm referring to politicians as a whole class. I believe the system needs to be set right, and no one can do it better than the SC.
