How citizens will legislate, themselves, on The Cloud in My-cracy :

1. The Cloud can be connected, by any citizen, by dialling a toll free telephone number, just like 131, of the Railway reservation system.
2. The Cloud, with the help of the Election commission, will take photograph, thumb impression, eye's irish detail and other details of all the citizens, in its server. It will also record voice of the citizen.
3. The citizen dials the Cloud. The Cloud first asks the citizen to choose a language (The Cloud can interpret all major Indian languages).
3. Then it does necessary security checks to insure that there is no impersonification.
4. A legislator inside the parliament, when encounters a bill or an issue, does one of the two things: either he speaks or he listens.
5. Just like a legislator, if the citizen wishes to speak, then he chooses a specific issue or a specific bill, from the Cloud, on the automatic dialling system.
6. His speech will be recorded. An application will convert his speech into all major Indian languages.
8. The application will also transcribe the speech in all major Indian languages.
9. The applicaton will also segmentise the opinion of all the citizens, on a particular issue or a bill, on the scale of 0 to 100. "0" signifying divergence of opinion and "100" signifying convergence of opinion.
10. By choosing the numeral between 0 to 100 a citizen can listen to the opinion of the other citizens with respect to his opinion.
11. The issue or the bill is wide open, is continued to be debated, till the time two-third of the citizens are on board the Cloud, upon the issue or upon the bill, in question.
12. Voting will be called upon only after minimum two-third of the citizens have voiced their opinion, on an issue or on a bill, on the Cloud.
13. Voting will be called upon after mandatory security checks.
