Democracy runs on institutions. Institutions should not be weakened. It has a very bad long term implications. Citizens of a democratic country work in the institutions.They are not from an enemy country. If citizens do not know their duty. If they do not have character. If they can not differenciate between greed and need, then despite 100 bills, greed will find ways, to manifest itself in form of corruption.
