I only want to say some straightforward things, whether you like it or not:
(i) Your letters are not clearly understandable. Most people will not understand what you want to say
(ii) Nobody has time to read such HUGE letters filled with rants. Most people will lose patience reading your letters, even if all facts are there. I think this is partly the reason why IGNOU people ignored them.
(iii) You unnecessarily wrote letters to RC for approval letter. I think santanu earlier said more than once that RC approval letter takes time to arrive. Yet you sent email after email.

I Continuously Email Regarding Synopsis and Miss last dt for Sending Term End Exam Form ----Which I had Send in March 17th 2011 2 Month before the exam dt and last dt but to Delhi Not RC as per Exam form Given via RC Old in January 2011 which states that and after that I was not known of the New Exam form or Change...read email clearly = Request then Comment .

Similarly 1 project MCA in VIVA Crossed in January 2010 MCSP - 060 81 + 18 when Viva 1 hr???And see now again crossed in Synopsis.....MCA and where’s my Exam Appeared in Dec 2006, June 2009 and June 2011 marks...WHOSE FAULT...Students don't pay attention hoping they have time next time...Who will protest.....?
