While still on corruption, I may recall the words of Pt. Govind Vallabh Pant who said in 1925 that "there are ceertain malpractices which though trivial in nature themselves, have a very harmful effect. A person who indulges in them does not feel he is doing anything very serious, but, like cancer, they spread into the whole community of the public service." He was alluding to those government servants who accepted 'dalis' (gifts-Diwali gifts, for example) and in the process legalised corruption. He said that "government servants ought to be more scrupulous in matters like these than even Caesar's wife." But ask our Dr. Manmohan Singh why he and his ministry failed to be above Caesar's wife. His response should tell you all why corruption has become such a monster.
